MY CONCLUSIONS: About PR Drop: possibilities
# Increase in exchange of links : INTERLINKING of various sites together
# Increase in irrelevant links & link farms

2 OPTIONS:
1) A page with PR4 and 5 outbound links is better than a link from a page with PR8 and 100 outbound links.
The more links there are on a page, the less PageRank value your page will receive from it

2) Or a link from a PR8 page that has lots of outbound links is worth more than a link from a PR4 page that has only a few outbound links.


Solution:
Many sites have opted for the 2nd option and from my view point thats the reason of the drop in page rank.
1st option is the best to get a PR4 or a better relevant high PR8 or PR7 but with few outbound links
Its only due to high cross linking of HIGH PR pages within major companies lead to the downfall. So its better to go with a PR4-5
